Degenerative Policy Design: An Examination of Sealed Adoption Record Policy
Public policy is influenced by the social constructs that result in rewarding some groups and punishing others. This article examines sealed records policies that deny adult adoptees access to their birth records. Social constructs associated with birthparents, adoptive parents and adoptees are examined. The article explores the historical development of sealed records policy in the United States and the recent shifts in perceptions of adult adoptees as an emergent contending group in the policy debate. The possible shifts in adoption records policy are explored.

Larry Watson is the Assistant Dean for Administration and Student Services for the Univerity of Texas Arlington School of Social Work. He holds a Master of Science in Social Work (MSSW) degree from the University of Texas at Arlington, an MA in Criminal Justice Administration from Sam Houston State University and a BS in Education from Texas Tech University. Prior to joining the UTA School of Social Work, he was President of Methodist Mission Home in San Antonio, Texas. He has over 25 years experience in the administration of nonprofit organizations and was honored as the Outstanding Alumnus for the UTA School of Social Work in 1999. His areas of interest are the Non-Profit sector, Youth Services, Adoption and Services to People with Disabilities. He is a Licensed Masters Social Worker and an Advanced Clinical Practitioner
