Communication Integration among Public Relations Offices in Public Administration

This Presentation paper regards the description of some of the methodological steps and the products created within a plan made by the Public Relation Office* of the National Research Council and Ceris, Research Institute on Enterprise and Development, an institute of the above CNR, aimed at defining a system of "Integrated Communication among URPs" of the Public Administrations.

The acquisition of a new type of sensibility, that of considering the opening to an integrated public fundamental, has led Public Relation Offices to develop a tendency to become more and more customer-oriented and to involve, consequently, every member of the organization, in order to drive it towards this mode of communication.

In this case, the Public Relation Offices, placing themselves in the centre of the system of communication exchanges among Agencies and between Agencies and systems, play a fundamental strategic role in the Agencies they belong to, represent a node of the Public Administration network, and become tools of integrated public communication.

The hypothesis of starting a collaboration among Public Relation Offices in relation to the institutional mission of creating a system of integrated communication is the consequence of the presence of a "cultural difficulty", which hinders the comprehension and acceptance of the role of URPs in their own structures.

Faced with an "inner" difficulty of communication, information flows become negative in relation to the needs of the customers, whose satisfaction is instead the main objective of the new model of Public Administration.

The proposal of collaborating to the definition of the "Integrated communication among URPs" plan is based on the following objectives: identification of joint interventions in order to optimize the communication actions, creation of a system of permanent synergies among services, establishment of communication at several levels, establishment of one interactive net, creation of active and integrated communication between Administrations and Agencies.

The " Integrated Communication among URPs" project has concerned the definition of an instrument that can actually represent a system of integrated communication among URPs and satisfies the requirements of external and internal customers of the Administrations.

The research has, moreover, allowed to understand the role of URPs in relation to the communication requirements of external customer as well as personnel, and to verify the development level of this kind of Service within the more general process of renewal within the Italian Public Administration, defined in several legislative indications.
